At the end of Mass, Bishop Boyea will administer a papal blessing, which comes with a plenary indulgence. The Apostolic Blessing, or papal blessing, is a blessing imparted by the pope either directly or by delegation through others. A bishop is empowered to impart the Apostolic Blessing three times a year within his own diocese in the context of a solemn liturgical celebration designated by the bishop himself. The blessing is imparted in place of the usual blessing at the end of Mass, using a formula that invokes the intercession of the blessed apostles, Peter and Paul.
A plenary indulgence is available to those who fulfill the following conditions:
1. Sacramental Confession within 20 days of the Apostolic Blessing.
2. Reception of Communion.
3. Pray for the intentions of the pope.
4. Freedom from attachment to sin.
It is granted also to those who are unable to be present at the rite itself and who instead follow it piously by live transmission over radio, television, or other means of social communication.
